EPAL is the state-owned water utility for Luanda. It operates the abstraction, treatment, and distribution of potable water across the capital, including the major Bom Jesus and Quilonga Grande water-treatment plants. EPAL is regulated by IRSEA and is the principal counterparty for international donors and lenders financing Luanda’s water infrastructure expansion.
