Angola’s digital ecosystem is in the most active phase of its history. Africell’s market entry, NOS Angola’s acquisition activity, and the consolidation of Unitel post-Sonangol divestiture have created a four-player mobile market with measurable price competition for the first time in two decades.
Infrastructure
Angola Cables operates SACS, MONET, and WACS submarine cable landings, making Luanda one of the most connected internet exchange points on Africa’s Atlantic coast. The National Cloud — a $89M sovereign cloud project launching H1 2026 — anchors government and regulated-industry workloads. 5G spectrum in the 3.3–3.7GHz band has been allocated to the major operators.
Digital finance
Mobile money and digital banking adoption is accelerating, led by BAI Directo and Multicaixa Express. Digital finance penetration sits at 13% and is expected to double by 2028 as BNA expands its regulatory sandbox.
The investment thesis
Angola’s digital economy is small but growing fast. Foreign telecom equipment vendors, datacenter operators, fintech infrastructure providers, and cybersecurity firms have an open runway as the country digitizes government services through the PADA / IDEA $300M World Bank program.
